Project Leader, Public Space and Mobility Staff Unit

Freelance Antwerp Senior

Can you keep a cool head during a transition phase? As project leader, you safeguard the continuity of the Public Space and Mobility cluster, set up project operations within the staff unit, monitor strategic projects and coach the head of the technical operations department.

As project leader, you ensure that the services of the cluster, covering green spaces and experience, public works, property management and mobility, continue to run smoothly during a transition phase. The focus is not on change but on stability: you safeguard the continuity of services within the cluster and lay a solid foundation on which the new structure can continue to build.

Your assignment rests on four pillars:

Setting up project operations in the staff unit

  • You set up project operations in the staff unit (green spaces and experience, public works, property management, mobility and projects) in concrete terms and make them operational.
  • You establish a uniform approach to the preparation, monitoring and reporting of projects, with clear roles and responsibilities.
  • You organise regular staff meetings, providing structure and a sounding board for the staff members.

Monitoring strategic projects

  • Together with the staff members, you map out the cluster's most strategic projects and keep an up-to-date overview of planning, budget and progress.
  • You oversee the execution of these projects and make adjustments when planning, budget or quality are at risk.
  • You flag risks in good time and submit proposals for corrective action.
  • You report periodically on progress to the management team (MAT) and the board.

Further developing the mobility department

  • You strengthen the operations of the mobility department and guide its transformation into the role of mobility and projects specialist within the staff unit.
  • You ensure clear and efficient processes for handling mobility files and advice.
  • You ensure alignment between mobility, the environment department and the technical operations department.
  • You ensure that mobility files are submitted to the board on time and with solid substantiation.

Managing and coaching the head of the technical operations department

  • You provide functional leadership to the head of the technical operations department and act as their permanent point of contact.
  • You support the department head with day-to-day management, planning and setting priorities within the operational departments.
  • You coach the department head in further taking on the leadership role.
  • You support the use of outsourcing and framework agreements, with a view to stable and continuous service delivery.
